Why can't it be built?

Who's going to pay? Chief A Guang of the Brilliant Tribe?

From what Erhei said, Chief A Guang doesn't have much money either.

No money? How could that be! He'd just said that their Brilliant Tribe was one of the largest tribes in the Desert Nation. After all, some of the smaller tribes were like villages back home, with dozens or even hundreds of people forming a tribe.

Then he said again, "Chief A Guang has no money." He certainly has money. But only a fool would suddenly spend a million or two to build a road for a commercial street.

Would I take something even a fool wouldn't?
